Planning Scheme Policy – Landscape Values
This policy provides guidance in relation to visual impact assessment, responding to site-specific values, landscape character types, a landscape values overlay code and the Cairns Regional Council Scenic Amenity Study.

Council’s Landscape Planning Scheme Policy also outlines principles to ensure quality outcomes. These include:
- Offering a selection of tree species suitable to the environmental conditions of the region
- Promoting the use of native trees to benefit and enhance our biodiversity and make links to the local environment
- Promoting best practice in tree planting to reduce tree failure
- Promoting the concept of ‘urban forest’ to provide widespread green cover.
Rainforest City Masterplan
Cairns Regional Council
also has a Rainforest City Masterplan that envisions a green, tropical city that embraces sustainable principles and promotes biodiversity. It aims to define the cityscape through the distinctive tropical rainforest environment and provides guidelines to help achieve this.
Council’s Landscape Code outlines assessment criteria to ensure that landscaping is provided to enhance the tropical amenity and character of the region.
